Supporting West Baltimore residents against racist train line
The B&P Tunnel project (recently renamed the Frederick Douglass Tunnel) is a $6 billion phase 1 project using federal tax money to fund new private freight and commuter tunnels through predominantly Black neighborhoods in West Baltimore. This rail route was chosen over wealthier and whiter neighborhoods. The affected West Baltimore neighborhoods have high rates of Black home ownership, and the destructive, dangerous construction project and ongoing freight pollution, noise, and vibrations will very likely cause structural damage to these historic homes. The announcement of construction plans has already precipitated decreasing property values for homeowners.
The Reservoir Hill Association is working together with a grassroots neighborhood organization called Residents Against The Tunnels (RATT) to raise awareness to block the planned B&P Tunnel project as described in the 2017 Record of Decision. They demand a solution that places a priority on the safety, health, stability, and future of Baltimore citizens. This RATT webpage in particular outlines their many concerns and documents the environmental justice violations.
Residents are working on organizing a Title VI case to halt government funding to this discriminatory project. They are also putting together events and rallies, and are organizing other forms of activism to raise awareness, gain allies, and promote this important cause.
